Cuban President Miguel Diaz-Canel’s text reads, “We extend our most sincere and warm congratulations to comrade To Lam on his election as General Secretary of the Communist Party of Vietnam. We reaffirm our firm will to continue deepening the excellent ties between our parties and peoples.”

On Saturday, Lam was unanimously elected as the secretary of the Communist Party in a vote by the Central Committee members in Hanoi. In a speech after his appointment, Lam committed to following the line set by Trong, who had led the party since 2011.

In April, Venezuela and Vietnam signed five strategic cooperation agreements in telecommunications and agricultural production, petrochemicals, oil, and gas.

Among other things, Vietnam is expected to invest in energy production activities in Venezuela, the country with the largest proven crude oil reserves in the world.
