Below is the letter that OPEC Secretary Haitham Al Ghais sent to President Maduro:

“On behalf of the Organization of the Petroleum Exporting Countries (OPEC), I am honored to present our sincerest congratulatory words to Your Excellency on your reelection as President of the Bolivarian Republic of Venezuela, as announced by the National Electoral Council (CNE) after the General Elections held on 28 July 2024.

On this auspicious occasion, permit me to express my personal appreciation to Your Excellency for the continued support of the Bolivarian Republic of Venezuela to OPEC throughout your tenure as Head of State since 2013.

During the past decade, Mr. President, our organization has overcome some of the most mounting adversities faced by the global oil industry in over a century.

Your decisive and unwavering support, along with the remarkable leadership of Venezuela, in coordination with other member countries, has been essential in fulfilling our mandate with enduring and virtuous unity.

Mr. President, Venezuela remains as an exceptionally influential member of our organization throughout 64 years of brilliant history, having played a decisive role in challenging scenarios that have shaped the significant role that OPEC holds for the international energy agenda worldwide.

Caracas, the cradle of one of the most illustrious oilmen of the past century and a Founding Father of OPEC, HE Dr. Juan Pablo Perez Alfonzo, has been also a prominent hub for pivotal events of our history and I personally benefited from the boundless and gracious hospitality of its people, during my first visit to Venezuela in 2022, after assuming office as OPEC Secretary General.

Permit me to express, Your Excellency, that it would be my distinct pleasure to visit your esteemed Country in the coming months, and continue benefiting from your wise council and the valiant courage of the leaders of the land of Simon Bolivar in pursuance of continuing our march towards securing market stability and fueling development for our peoples and nations, in line with our strategic objectives and the commendable mandate of our OPEC Statute, approved in the city of the Liberators of Latin America in 1961.

In reiterating my best wishes and best regards to your good self and the esteemed cabinet members of the Bolivarian Republic of Venezuela on this momentous election, I would ask you to please accept, Mr. President, the renewed assurances of my utmost appreciation and consideration.”
